National regular meeting: strengthen the rectification of arrears of small and medium-sized enterprises

At the executive meeting of the State Council held on December 1, measures were deployed to clear up the arrears of small and medium-sized enterprises and ensure the timely and full payment of migrant workers' wages; The "14th Five-Year Plan" vocational skill training plan was reviewed and adopted to accelerate the training of high-quality workers and skilled personnel.

The meeting pointed out that the governance of arrears of small and medium-sized enterprises is directly related to the promotion of marketization, legalization and the construction of an international business environment. We should implement the deployment of the Party Central Committee and the State Council, and strengthen the rectification of the arrears of small and medium-sized enterprises in accordance with laws and regulations in accordance with the requirements of market entities. First, we should strictly implement the Regulations on the Guarantee of Payment by Small and Medium-sized Enterprises, and rectify the abuse of market dominance and malicious delay in arrears. When purchasing goods, projects and services from small and medium-sized enterprises, government agencies and institutions shall make payment within 30 days from the date of delivery of the goods, projects and services, and the maximum period shall not exceed 60 days. Organs, institutions and large enterprises shall not force small and medium-sized enterprises to accept non-cash payment methods such as commercial bills, and shall not abuse commercial bills to occupy funds of small and medium-sized enterprises in disguised form. Large enterprises shall disclose the overdue payments of small and medium-sized enterprises to the public in the annual report. Second, we should tighten the supervision responsibilities of local territories and departments, strengthen audit supervision, investigate and deal with the arrears of small and medium-sized enterprises owed by government agencies, public institutions and large state-owned enterprises according to law and hold them seriously accountable, and expose those who seriously break the trust. Third, we should strengthen the construction of long-term mechanism, improve the relevant system of construction project price settlement, and increase the proportion of project progress payment. We will fully implement the replacement of bond (insurance) for deposits. The meeting stressed that we should quickly formulate and improve the relevant supporting policies of the Regulations on Optimizing the Business Environment and other laws and regulations to fundamentally reduce and prevent the problem of arrears.

The meeting pointed out that ensuring that migrant workers get their wages in time and in full is a major issue related to the basic livelihood of migrant workers' families. At the end of the year and at the beginning of the year, the settlement period of all kinds of projects and project funds, we should carry out special actions in winter to strengthen the governance of the arrears of migrant workers' wages, focus on project construction, especially government investment and state-owned enterprise projects, comprehensively check the implementation of the security systems such as the payment of migrant workers' wages in the special account and the payment of the general construction contractor, and strengthen market supervision and audit supervision. Punish the behavior of salary arrears in accordance with the law and regulations, and notify and hold accountable the public officials for their dereliction of duty. We will earnestly safeguard the legitimate rights and interests of migrant workers.

Liu Xiangdong, deputy director of the Economic Research Department of the China Center for International Economic Exchanges, told the Economic Information Daily that the operation of small and medium-sized enterprises is still difficult due to factors such as repeated epidemics and increased downward pressure on the economy. Therefore, it is necessary to solve the cash flow blocking problem that affects their normal operation. Among them, it is particularly urgent to speed up the clearing up of arrears of small and medium-sized enterprises. The State Council put forward targeted measures. We will rectify the delinquency of abusing the dominant position in the market according to law, improve the efficiency of capital turnover in trading activities, and enable small and medium-sized enterprises to obtain normal cash flow support. At the same time, we should not only achieve short-term results, but also establish long-term mechanisms.

The meeting pointed out that during the "13th Five-Year Plan" period, the vocational skill training has made great progress, and nearly 100 million employees, migrant workers, poor labor force and other subsidized training have been carried out. In particular, the three-year action of improving vocational skills has been implemented by using unemployment insurance funds, which has played an important role in stabilizing jobs and promoting employment. During the "14th Five-Year Plan" period, we should adhere to the employment-oriented, adapt to market demand, and promote the expansion and improvement of vocational skills training. First, support all kinds of vocational colleges and vocational training institutions to carry out training, give full play to the main role of enterprise training, strengthen job stability training, and improve the staff skills training mechanism. The second is to strengthen the support of investment in the central budget for the construction of public training bases. Implement the pre-tax deduction policy of training funds. Provide tax support for the purchase of relevant equipment for training. We will continue to use unemployment insurance funds to carry out job stabilization and vocational skills training. The third is to strengthen the training of high-skilled talents in advanced manufacturing and modern service industries. We will improve the employment and entrepreneurship ability of key groups such as college graduates and train more than 30 million migrant workers.

Yao Kai, director of the Global Science and Innovation Talent Development Research Center of Fudan University, told the Economic Information Daily that speeding up the training of high-quality workers and skilled personnel and vigorously carrying out the talent supply reform would help alleviate the structural unemployment problem in China and is also an inevitable demand for high-quality economic development in China. Both the development of high-end manufacturing and high-tech industries and the development of many forms of modern service industry need the support of highly skilled talents. He also pointed out that the cultivation of highly skilled talents needs the cooperation of vocational schools, vocational training institutions, enterprises and other aspects to form a scientific management system for the cultivation of highly skilled talents.
