The departments of housing and urban-rural development of all provinces and autonomous regions, the municipal housing and urban-rural development (management) commission, the Beijing Municipal Commission of Planning and Natural Resources, the Housing and Urban-rural Development Bureau of the Xinjiang Production and Construction Corps, and relevant central enterprises:

In order to conscientiously implement the requirements of the Party Central Committee and the State Council on the normalization of the prevention and control of COVID-19 epidemic, further deepen the reform of "decentralization, management and service" in the construction industry, and reduce the burden on enterprises, in combination with the work arrangement for the reform of the qualification of construction engineering enterprises, we hereby notify the following matters concerning the continuation of the qualification of construction engineering enterprises:

1、 The qualification certificates of engineering survey, engineering design, construction enterprises and engineering supervision enterprises issued by the Ministry of Engineering and valid from December 31, 2021 to December 30, 2022 will be extended to December 31, 2022.

2、 The validity period of the above qualifications will be automatically extended on the national construction market supervision public service platform. Enterprises do not need to renew their qualification certificates. The original qualification certificates can still be used for project bidding and other activities.

3、 In accordance with the Notice of the Ministry of Housing and Urban-Rural Development on Issues Related to Qualification Verification in the Case of Reorganization, Merger and Separation of Construction Engineering Enterprises (JS [2014] No. 79), enterprises applying for business merger and trans-provincial change to obtain a one-year qualification certificate shall not apply to the above provisions. Enterprises shall apply for re-approval according to relevant provisions before the expiration of the one-year qualification certificate.

4、 The qualification of engineering survey, engineering design, construction enterprises and engineering supervision enterprises approved and issued by local competent housing and urban and rural construction departments at all levels, and the relevant policies for the continuation of qualification shall be determined by the provincial competent housing and urban and rural construction departments, and the relevant enterprise qualification certificate information shall be promptly sent to the national construction market supervision public service platform.
